Looks like an ongoing and severe moisture problem.

In shock... I found the laundry room at one of the rentals looking similar yesterday.

The tenant had removed the 4' section of dryer hose venting to the outside to save energy... the effect of all that moisture literally started the paint peeling from the walls... simply disgusting.

Back to point... why would anyone, let alone someone with 6 children think it would be OK to subject children to this... maybe a case can be made for child endangerment against the mother?

Didn't she ever sweep the floor???

That looks like an Advertisement for Lead Paint warnings back in the 70s

The tenant's claim keeping the warm/hot/humid dryer air inside was saving energy by keeping the house warmer.

Looks to me like what a abandoned house would look like, would just walk out. I wouldn't even bother talking to a person trying to rent such place.

Why would anyone move their children into a place that looked like that? Then complain later. It's not like you can't see right at first glance that it isn't safe.

Helps to put Moisture Back in the air during winter when you heat with Dry Heat. Same as putting pan of water on the stove. Helps your to Breathe easier.
I think the idea is your running a Dryer why not kill 2 birds with 1 stone. I Never heard of it Pealing Paint tho!

Home is in the SF Bay Area... it get foggy in winter so plenty of humidity already in the air...

I found out because of a note tenant sent with rent check... said she is getting very tired of having water drip from the ceiling and getting wet everytime she does laundry... also was concerned about slipping on the floor.

She was clueless as to the link of how letting the gas dryer vent inside the home was related to water drops on the ceiling...

Steaming is actually a real method for stripping wallpaper and will soften paint...

Guess when I did this I didn't have enough Laundry to do damage. I would have Stopped If I was getting Dripped on.

I never had a Gas Dryer ... Would this even be Safe? ALL my dryers were Electric.

Also they would need a Sock or Hose over the vent to collect the Lint. Change it Often so wont catch Fire!
