why is it fraud ? he lives in new jersey and will be driving the car in new jersey ! he just wants to use the nc address because it is cheaper . the vehicle must be insured based on the address it is garaged or parked in most of the time .

are you sure nc is cheaper ? nc has higher minimum requirements then nj

federal law actually requires that when you drive interstate that if any of the states you pass through have higher minimum insurance requirements , you have to automatically be covered at that level of coverage without being charged . the insurer and the state pick up the tab for the extra coverage if you have an accident .

so when we had the house in pa but actually lived in new york if we lied and used the pa address but had an accident in new york then pa and the insurer would have to pay out the extra money in new york because our minimums are higher without us actually paying for that insurance or even having pa as a primary residence

where that car is primarily garaged and driven is where it has to be insured .
