My thinking is that this guy complaining refused to sign a lease because he only wanted to pay what he and his roommates were paying, $1800, so the landlords probably wanted to get rid of him.

It's a three bedroom apartment, according to another story. $8000 is about right for North Beach. The median rent in North Beach is about $6,850 but that doesn't take into account the size of the unit.
Hutchinson moved in six years ago with roommates. According to his claim, the apartment is in "deplorable" condition. (Yet he's fighting tooth and nail to stay there and the apartment can't be renovated while he's in residence...)
Hutchinson says the LL is claiming Hutchinson never signed a lease. Hutchinson says he did.
Apparently if he never signed a lease, rent control does not protect him.
Most renters are pretty sloppy about paperwork anyway. If Hutchinson could produce a signed lease I think he would have by now.
