Last year I went to visit my mother in law with my 6 month old baby that was breastfeeding at the time and he woke up ever four hours or so crying to be feed. This year when we are going to get raid to go to my mother in laws, she tells use her landlord say no overnight guests, but during the day is ok, apparently the up stairs neighbor complained about my son crying. What can she do about this?

Does her lease say no overnight guests? Perhaps write a note to the LL and promise you will not stay longer than a week and that if there are any complaints you will go to a motel. Explain that your child now sleeps thru the night (does he?) Or, maybe your MIL should visit you instead.
My suggestion? Get a nice motel room nearby and go and visit during the day. If you decide to go to war with the landlord, you could cost your mother-in-law her apartment. Troublesome tenants do not get a renewal when their lease expires.

Your MIL is telling so that you can get a hotel room. She doesn't want to get evicted...that's what the LL can do.
Get a hotel. This is solvable. You don't want to cause friction between your MIL and her landlord. This causes friction between you and your MIL, for life. It's not worth it.
Go to tripadvisor to get reviews of hotels before you choose one. This way you might find an inexpensive hotel that gets great reviews.
Enjoy your trip. Don't complain about it to your MIL. This will also cause friction. Just book the hotel and when you are visiting her and it's time to go to bed, you tell her you are leaving to go to the hotel to sleep. Simple. You might enjoy the added privacy as well.

Everybody ahead of me summed it up quite nicely but I will add, if your mother-in-law thought it was a landlord problem, she would have told the landlord. It is your problem, that is why she told you. Of course, she is too nice to hit you over the head with a frying pan like you obviously need. Get the hint already, get a hotel room!
Its not like she doesn't want you or her gkid to visit but elderly & kids ..even her own kid 24/7 can get on ones nerves. & if she lives in a place for 55+ age group she Can get evicted.
Best thing about being a G-Parent is When the G-Kids get to be too much you can give them back to the parents!
She needs to look at her lease. If it allows ON guests then LL is SOL.
If she's telling you to get a hotel then do so.
Even if guests are allowed, they can't be disturbing other residents. It would be one thing if the baby was 'on the lease', but they aren't. They are guests and can be asked to leave by the landlord and police.
Mil doesn't want trouble so the OP needs to respect that
