As mentioned, what's being done is against the Law and no one can claim ignorance on this.
I would also contact "Building and Safety" and "Code Enforcement" and have the entire Complex inspected for "illegal Wiring". They may own everyone in the complex compensation.
Danielle, your not dumb, your like too many other Tenants in this country..your unaware of your rights. You need to get a copy of the "Mi. LandLord/Tenants Rights and Responsibilities" and memorize them for future use, because I pretty much assure you that this won't be the last time a LandLord or Management Co. will try and screw over you.
Learn your rights and see how much more safe you will feel.

we have sump pump in our basement for about ten apartments, each end apartment has one the problem we are having is our electric has jumped almost doubled in the rainy and snowy weather pump constantly goes off we were not told that this was on our electric bill also the landlord doesnt hire professionals to remove the black mold in our basement walls the water has run down the walls from roof problem that has been fixed but the pink insulation is now black and the mold that she sprayed for is back again she had us paint over the sprayed walls we were never told about mold in basement it was newly painted when we moved in now she wants to send her son over to scrape the walls while we are living here with a pet and enormous fish tank i have had unexplained coughing and my partner is having alot more allergy problems even our discounted electric payment is $245 per month what can we do about this?

You need to contact the heath Dept,. About the electricity, unless your LL got your permission or you signed an agreement, this is against the Law and your LL owes you some $. Mention this to the Health Dept, or contact "Consumer Affairs".
