Generally, yes. It is also generally understood (and covered under law in some areas) that the tenants have the right to make certain that inspections and maintenance work happen on days that are convenient for them (for instance, I have had to make a landlord delay some cosmetic repair work due to a family gathering on the day they planned, and also generally do not allow anyone into my residence without myself being present) and frankly, I can't see this ever really being a problem unless one side is being a jerk just for the sake of being a jerk.
