Landlord asks tenant to pay bugs extermination costs, is this legal in NC?

Not enough info to provide even a guess. But some of it also it depends on whether the tenant brought the bugs in or caused the bugs to enter.

The rest we will need a lot more info/details to attempt to provide an opinion.

It depends upon what is in the lease, how many units are in the building, and whether or not the tenant had anything to do with bringing in the pests.
