Our landlord requires us to pay for a weekly cleaning service. If the house is messy when the cleaners come, we get charged an extra $20. The cleaners charge our landlord, and our landlord charges us. It seems like there'd be nothing for us to do if the cleaners decided to raise their prices to an absurd amount (it's already very expensive) because our landlord would have no incentive to go with a cheaper cleaner (since the tenants are covering the cleaning costs).

Is there any action we can take if we do not want cleaners coming into our home every week?

The lease says that "There is a house cleaning service at cost," and that "any increases in the cleaner's fee will be Tenant's responsibility". However, it does not give specifics on how often the cleaner can come. The lease also doesn't seem to specifically say that the tenants are required to use this house cleaning service. Unless "there is a house cleaning service at cost" implies that we are required to?

Yes. You can negotiate a different arrangement with your LL, or you can move at the end of your lease, having given appropriate notice according to the terms of the lease.
