I guess if the land owner (landlord) wants to sell he will.
That's up to the owner though...I don't see a blueprint for a more secure future in that at all. No different than any other person taking out a mortgage to buy a home....and good luck with that when the buyer has a very low income...sounds like just another way to sqeeze some more money out of the already very poor.
