They only want what you owe them. I know several people that was on HUD Once they paid the back rents HUD had no problems renting to them.
IF it wasn't do to back rent then You should talk to them about what the problem was. IF the problem has been resolved...I see no reason for them not renting to you again.
Yes. You could try to clear it up by paying whatever you still owe, if it was for non-payment of rent. But still unlikely. If it was for illegal activity, forget about it.
Your best bet is to try to find some poor, newbie private landlord who is too green to know to look that far back for an eviction, and too cheap to pay for a good background checking service. Make sure you've got the first month's rent and a two month security deposit ready to hand over - some foolish LLs are tempted by getting the money and getting someone in quickly, so they don't check. Been there, done that (as the foolish LL).
I would hope so. Behavior has consequences, or at least it should. But it depends upon which state you live in. Oregon state law says that evictions can only cause rejection if they are fairly new. I don't remember how many years and I'm not going to look it up for you. But possibly other states might have the same sort of law.
Even with that, you can be rejected if there is an unpaid judgement to a landlord on your credit report. Or rejected for a bad landlord reference.
No taxpayer is happy to see a recipient of welfare behaving really badly and yet still allowed to collect welfare, so you aren't going to receive a lot of sympathy.
All you can do is apply and try to behave better if you are given another chance.
