I work from home and specifically rented an apartment with an office, had specific conversations with the landlord about my professional needs (people being quiet during the day), basically I specifically looked for a quiet apartment to do my writing from. LL assured me that I found the right place. Happily signed a one year lease. This is the top floor unit in a 3 building renovated home with a slightly above market rent.
Well fast forward 6 months later and my downstairs neighbors just opened a 10 child daycare out of their unit, fully licensed and all. They moved in 3 months after I did with the specific intention of opening a daycare and I guess the LL was onboard the whole time.

Renting is fun.
If it's stated in your contract that the unit your leasing will "at all times" have quiet surroundings(or something to that affect) then there's been a breach of contract on the LL's part and you can get out ot the contract.
Other than that, I would change my writting time to the graveyard shift.

And any landlord that would actually put something like that in writing is an idiot. You can't guarantee quiet 'at all times'
I have a problem with my upstairs neighbors. They do have children, I love children, but what I don't love is the constant stampeding from one end of the apartment to the other. Yes, these children are encouraged, after I complained, to run through the apartment. And not a surprise the maintenance man (aka. agent of the house) tells me 'theres nothing anyone can do. Come to find out the people on hte second floor are his relations. The owner of the house is not on my lease, no address, no phone number. I just moved in, I have a disabled mother, I tend college online, what do we do? We cannot even sit down to watch TV, because of the pounding on the celing, I cannot concentrate enough to be affective for my courses I am taking. And we do not have the money to move right now. What do we do? Any suggestions?

Move as soon as you can. That is about all you can do. I complained about my upstairs neighbor stomping and they vandalized my car.
