I try those, but feel more disturbed by noise with them on. Like I'm listening to a loud sea shell. Every tiny move I make gets amplified internally. Am I putting them on incorrectly?
There are also ear muffs. I haven't tried those, but have seen some online with a lot of positive reviews.

Get the foam cone shaped plugs. To insert them properly you must roll it between your thumb and index finger to reduce their size. With your right hand, reach over your head to grab the top of your left ear and pull upward as you insert the ear plug into your ear. Release your ear and allow plug to expand. Repeat with right ear. These ear plugs are soft enough to sleep with them in your ears.

carpet all the way to the walls, curtains, anything thick and soft will help absorb noise (except for bass noise). Call 311 right away, every time, just don't call multiple times in a night. I assume you've tried to reason with them first. Sometimes people don't know how bad their noise is...OK, usually people know but just don't care...I'm with you, I've suffered in many apartments in Brooklyn...if you can afford it, put up another layer of drywall. You can find white noise generators on the internet that adjust to the sounds that you are trying to block...be thankful that it's not bass, believe me...good luck

I had a neighbor that started turning his radio on way early in the morning. I had always kept my stuff kept low volume but at 5 am when he woke up he wanted to listen to the radio from one end to the other. I carefully selected a good rock CD, turned the bass all the way up, and cranked my high end stereo to the max. I let theat play for an entire song. I never heard his radio again!

Give them a dose of their own medicine. If you hear them yelling and arguing, argue with them!!! pick a side and start talking back! they will soon realize whats going on and hopefully adjust their own volume!

Had a similar problem with an idiot and his stereo and getting bolted out of bed by AC/DC. The landlord won't do anything about it you need to call the sherrif and report the noise. The sherrif in turn notifies the apartment management and after three sherrif reports they get evicted. It's the only documentation you need.
