In some states, such as Texas, the property manager is required to provide this information if requestsed. The law goes way back though before public info was so easy to find online, so yes, you'd just go to the county website.

County Public Records will show a name and address where the tax bill is sent and is the first place to look. If your jurisdiction requires a Rental Business License or Tax Certificate... that would also be a source... as well as the Rent Control Board if applicable.

If the property is owned by a corporation you may need to contact the secretary of state to determine who owns the corporation.

Trusts are harder to determine since they are often "Private"

In California, each renter is entitled to the name and address of a person authorized to receive legal notice on behalf of the owner(s) this may or may not be an owner or more probable for large buildings a management company or lawyer.

Build a little shack on the property. Put a clothes washer on the front porch. Set a junker vehicle up on cement blocks in the front yard. Erect a long clothes line and fill it with raggley clothes.

The owner will be by shortly.

Some counties are online. All you have to do is type in the address and submit - the info will come up including purchase price/owner/leinholder, etc.
