Here's an update: My landlords are in Florida for the winter so her daughter called me and set up and appnt. with me to view the apartment tomorrow evening. I asked her if she was aware of the highest price I'd like to pay for the apartment and she said yes. Not sure if they are accepting it or not regardless I am viewing the apartment. One step closer! :-D

In the past I've been able to negociate the rent at the time I moved in and/or at the time my lease was being renewed. It worked for me a couple of times. LL like tenents who pay on time and keep their place nice and clean. I also had one LL (after I gave notice that I was leaving) ask me to stay. He said he would lower the rent to keep me there. It was too late I already had another place. The new tenents who moved in made a mess of the apartment including painting over the wall paper, which he asked me not to do so I'm sure he told them the same.
