How about the apartment manager who was advertising for an apartment when there was no vacancy. He charged 30 bucks for background checks from a bunch of folks looking to move in but he kept all the money and said to all who applied that the apt was now rented.

That is horrible! That sounds like fraud and can be probably a criminal offense. I hope the guy is forced to make restitution, pay the fine and do jailtime!

He's one, There was an ad in the paper for a house for rent, I called, he said they were showing it that night. I showed up and there were about 7-8 more people there to see it.
He charged 25.00 application fee to everyone, with no refund whether you were approved or not.
Is this legal?

I was just reading about the picture. If you follow the news, in the Real Estate World. Realtors are encouraged to get a copy of id of any person who they are meeting. There is a story, of a Realtor met a man at a house. Her husband was expecting her home. She never showed up. She was killed in a House for Sale. Safety is what it is all about. It is not against the Law to ask for a Photo of anyone. Maybe with today's use of Facebook and Social Media. They can look at this for a Reference check. Check out all people in the place, if they are over legal age.

Think of it like this... If you are not doing anything illegal and the owner or manager is trying to keep all the property safe from Thugs and Drug Dealers. Appreciate the fact, they are going above and beyond. If you do not have anything to hide then allow the Process of Safety.

Think of it also like this, if someone who is not desirable and not good to be in a big complex. Do you want to live next to them? Take it as a Safety Measure for everyone.
