our apartment building owner hired a lawyer to quiet down the apartment building next door.
we have asked them to quiet down ourselves, super respectfully.
to no avail, the noise (really loud music) has returned. is the owner of the apartment building next door breaking the law by having no manager?
please note the police recommended them to cut down the palm trees to lessen the loiterers (which worked for a short while -- a band-aid).
again, the noise (loud music) has returned.
please note -- it's so loud it's hard to hear someone on the phone.
any tips?

I would continue to call the police each and every time you here the loud music. Also, have your neighbors do the same.
the lawyer spoke with the owner.
but, after that hasn't done anything else.
keep in mind i explained to the owner's assistant to send letters to the tenants warning them to keep the music down.
why am i putting up with all of this?
the rent is really good.

Buildings that generate repeated calls to code enforcement and the police department can be categorized as nuisance properties. Eventually, the LA City Attorney's office could send a notice demanding the owner abate the nuisance or risk fines or even seizure of the property.
As some of the previous posters have said, keep the calling the LAPD. Keep calling code enforcement. Start calling the City Attorney's office. And most useful of all, organize your neighbors into a group. Government agencies get a lot of complaints from individuals, but it is difficult to separate the legitimate complaints from those of the crackpots. Rarely do crackpots band together to form a neighborhood group. Complaining as a group will give your statements greater weight and legitimacy.
I know that the City Attorney avenue seems like it will take too long to generate the relief you are seeking, but ALL avenues (LAPD, Code Enforcement, private legal, and City Attorney) need to be pressed at the same time. You never know which will be the one that will finally prompt the building owner to take action.
if you have to call call the police or sheriffs please call the office # for dispatch and not 911 for noisy neighbors. it makes more work for the dispatcher and irritates them if you call 911 and its not an emergency.
Your concerns and advice were already addressed in this thread which went into hibernation in July of 2009.

Good advice except that in some cities the regular non emergency line is closed after let's say 9pm and all calls need to be made to 911. Then you tell the dispatcher that it's not an emergency and they send out the troops accordingly.
