How do I find out who the property manager of one town house is? (roommate, record)

I live in a town house complex, and it is a large complex. The town houses have several different owners. My roommate is not telling me who is the owner of this town house. I need to know because I need to confront the owners about subleasing and other activities here that they would not approve of.

Is there some kind of venue through the city hall or the likes that issues a list of all owners of all properties?

Yes,your local recorder's office or tax assessor's office for real property would have those records. Many are now online and you can search by address or parcel number. google your county's name + property records. Many will also do the search for you by telephone.
