Maryland / Washington DC metro: $1350, 1 bdrm, with dog, about 850-900 SF, laundry in apt, all utilities & garbage included. It is too small for 2 ppl and a dog, but cheap for the area.

Really? I live in Arlington, Va, within walking distance from DC and I pay 1150. for about a 550-600sf apt. No laundry in apt., utilities included.

In Arlington the rents are crazy. Unless you want to live in an unsafe area, rents are high.
