I had the same problem with noisy jerk neighbors. The Police told me after awhile to go to the magistrates office at the Police Station and file a nuisance report. This is a formal noise complaint. It will be delivered to the noisy neighbors. I believe you both go to court and then the judge orders them to shut up and then if they don't something else happens. Check this out by calling your local Police non emergency and ask them.

Why do people think its so easy to move? It is expensive and very stressful to move. Not to mention you have a lease. The point is that the neighbor needs to shut the hell up and she needs to stand up for her rights and not just move. She pays rent to live there and has rights, so why should she tolerate that? Stand up for your rights and don't back down. If everyone backed down nothing would be be done. People would sit back passively accepting their lot in life. That is not what America was built on! Happy July 4th! Fight for your right to peace and quiet!

The point is that people should develop a thicker skin. You probably do things that annoy them too. You're not guaranteed an annoyance-free life. If you don't like your neighbors, there are two options.

1. Move.
2. Tolerate it.

Speaking of July 4th--enjoy your neighbors shooting off fireworks all night tomorrow night, assuming they haven't already started.

And what's the next recourse--when the cops do nothing because people make noise during the course of their day--they are allowed to WALK, not tiptoe, through their own apartment.

Toughen up and deal with it--or move. I don't have a problem with my upstairs neighbor. Does it sound like thundering elephants sometimes? Sure it does. But that's part of living in an apartment!

Actually, that's part of living in a cheaply built apartment.
