Does s/s cola's raise the payout prior to entitlement? In other words does the projected monthly payment for people who have not retired yet increase due to cola increases or are colas only an item after one begins collection social security?

Not really has there have eben at eleast two one time payments since the COLA was not issued since core infaltion was not high enough to trigger a COLA.

The COLAs are factored into the final benefit.
