Check out Terre Haute, Indiana

There are a number of smaller homes in the 25K price range all over town and it's not a place "withering on the vine" as it's among other things the home of Indiana State University and the Rose Hulman Institute of Technology.

You can find condo/townhomes in Sun City, zip 85351 for under $35,000. They are livable but may need updating and you could always offer less than asking. The taxes here are low but there is a $3,000 buy in fee for all the ammenities you would find. There is little crime here, a rather safe city overall and plenty of doctor/shopping to be found very close by.
