I think it is more of a desire than a need...for most people anyway.
A good deal of people, especially in high tax states, move because they can't or think they can't afford to stay where they were. Those concerns are very real to lots of folks.

At our most recent previous stateside residence, our taxes were over half of my current annual pension.
I do have doubts about my ability to stay there after I retired.
There's another reason some of us feel the need to move. When you're young, you can shovel snow, push cars, etc. Not so much as you get older. That and my arthritis really acting up in the winter are the main things-oh, forgot falling in the snow, that's another minus for me. Just don't mend as easily as you get older.
Where were you from? I doubt you'd achieve much of a tax break in Maine.
Originally I am from California, during my career we have owned homes in Ca, Ct, Wa, Scotland, we rented in Va, Fl, SC and Italy. My employer moved me around a lot.
Here in Maine; I pay no income taxes.
We pay a lot less to register our vehicles here, as compared to what we have paid in other states.
Our property taxes here in Maine, are a tiny fraction of what we paid for our homes in Ca, Ct, Wa or Scotland; and our home in Maine is nice larger. The homes we owned previously were on small 1/4 acre type lots. This home is on 150 acres with riverfrontage. Big house, on big property, but I am paying 1/16 to 1/4 the property taxes that we paid for the previous homes.
My pension is not very much. I might be able to get by if we were back in SC again. But to go back to my home state of Ca? I could not afford that on my pension. We were in Ct immediately before moving to Maine, that was a huge drop on Cost-Of-Living and in taxes. Pretty much the same with Wa.
I retired early and stayed put for over 10 years but circumstances changed and I ended up a widower --empty nester living in a large house in a town 150 miles away from family and friends. I needed a change emotionally and for mental stimulation. I chose to move to an unfamiliar place 1,000 miles away. I keep in touch with old friends and family but discover new places and new friends and enjoy the experience. Since I moved here my daughter has also moved to the same city so now I have family here. Life is good.
