Not everyone has to be old or speak English. America is, after all, a nation of immigrants.
Perhaps you live in an area where there is a high population that speaks other languages. I once had a claimant who spoke Korean. She spoke English, but was more comfortable in her native language for this highly important interview. If you don't speak English well you tend to want to speak in person, not on the phone, or on the internet.
Even tho the boomers & retirement are a growing portion of the workload that SSA processes, there are lots of other reasons to go to an office. Get married and the woman tends to change her surname and needs a new card; lose your card; have an identity theft; have a spouse or parent die; have a disabled child who files for benefits; get disabled - get Lou Gehrigs Disease; get kidney disease; get injured and can't work for a year or longer....
