I am not the one to whom you posed the question, but I'll answer anyway. It is the proximity to the ocean which trumps the latitude in moderating the temperatures both summer and winter. If one lives within about 50 miles of the ocean, one gets that moderating effect (the closer, the greater the effect and the farther away, the less the effect).

It's one of the reasons we have too many people in Southern California; the climate is simply among the world's best.

The article didn't say, but my impression was the closer to 1, the more expensive. You know what stood out for me- the utility costs in a lot of these places. Some were 30% higher than comparable.
