I'm trying to figure out why anyone would need a SS card. I've never used mine. It states on there that it is not to be used for identification. Surely the SSA doesn't make you produce it when it's time to receive your monthly SS deposit.
Where I worked payroll required new employees to show their social security card. I think the reason was to make sure the name and social security number agreed with what the person wrote on the employment forms. I think their was a fine if the company used an incorrect ss number on their filing with the gov.
Is there ever any actual need for a SS card? I got mine when I got my first legal job 41 years ago, but I probably lost or ruined the actual card within a few years. I know my number. I've never ever been asked for a physical card.

Here in Minnesota we have to show it for a job & I have to have it when my taxes are done. (I have them done by an AARP volunteer). I also had to have it when I verified I was my son's mother & when I picked up his remains after cremation.
I don't think there's anything particular to PA that's not true for other states. SS is federal and some offices cross state lines.
Looking at OP's other posts, it appears s/he is disabled so maybe that's why an office visit is a problem? But why so, since it seems s/he can drive?
Reading the SS site info suggests that you can only do an online application if you're changing something as opposed to getting a replacement card. So that's a no-go.
So that leaves mail in. If as the OP implies this has not worked so far, s/he should call the SS toll-free number and seek assistance.
Just IMO, it should be hard to replace a card by mail or online. Lots of SS card fraud out there. I don't like to think someone can go online and fill in info and get a "replacement card". I'd rather the SS err on the side of caution.
I believe the heightened threat of terrorism will not allow mail-ins or on-line applications. At least I hope so. I hope the social security is strictoy monitoring every person applying for a card.

We already know what a poor job the government does monitoring every foreigner who comes to America. You think it's any better with SSA monitoring every person who applies for a card?
