i was born in usa,MS,,in 1944,,came to canada in 1954 and lived all my life here. I am a canadian citizen and receive old age pension here,,my question is, can i apply for US old age pension too even if I never worked there?

As the other poster mentioned, there is not a basic "old age pension" in the US. There is social security, which you are entitled to either through your own work history (you must work a qualifying amount in the united states) or through your spouse's work history (and then you have to have been married a qualifying period of time).
So, while you're not giving a lot of facts, it sounds like if you've been in Canada your entire working life, you likely don't have enought (if any) social security credits, and therefore aren't eligible for social security income.

The US does provide Some benefits to "Political Refuges" from around the world (Including Cuba).

Yeah, but they were fleeing a totalitarian government. People don't flee Canada for that reason.
But you MIGHT see increasing numbers fleeing the US for Canada in the future.

I think it is likely you might qualify for welfare, were you to come to the US to live and your Canadian pension not be enough to keep you above poverty level.
In which case you might qualify for medicaid (last resort medical insurance for the poor) and SNAP (food stamps).
But you were speaking more about an US Old Age pension (which there isn't one) - which the closest equivalent would be social security, which you presumably don't qualify for because you lack work credits.
I really don't think it'd be worth it for you to move from Canada to the US just to get meager welfare benefits, but as a citizen you're entitled to do so I suppose...
Is your question even logical?
Why would the US pay you anything when you are a legal citizen of Canada and have only paid taxes
in Canada?
