Yeah, but there aren’t many jobs in January in Moultonboro, NH. It’s a summer community. The same is true for the ski resort towns with low property taxes where there are few jobs in the summer. Property inconvenient to the attractions the vacation home owners want is cheap but you’re in a service sector economy with a bunch of lean months in the off season. The towns with access to the good jobs have to fund their school systems. They use those stiff property taxes to do it. New Hampshire labor costs for education are a heck of a lot higher than Tennessee.
