I was overpaid benefits for disability according to SS when I was much younger. I appealed and won a partially favorable win. For 15 years SS refused to adjust the amount due, garnished wages, and attempted to lien some property. I submitted 15 letters, a Senatorial Inquiry, a complaint to the OIG and appeared at 3 SS offices in person.....all to no avail. However in January I was granted a hearing...took 2 hours to get there and guess what...? The office I traveled to was closed due to a Hazmat threat...(go figure).
In June I appeared before a Judge and he issued his decision last week.
He found in his decision and ruled that I am not responsible for the overpayment in any way and the SS must pay back any wages garnished, any money taken from any source for me and release my spousal benefits to me immediately.
That beats mine by a mile but when I applied for SSDI, it took about two years before I went before a Judge, after finally getting a lawyer. When he saw me & after questioning me, he shook his head in disgust & said anyone could see I can't walk.
It didn't hurt that I was almost 62 & had a lot more work credits than I needed.
I phoned SS as the Judges ruling was received by my local SS office August 8. I called requesting a personal appointment. When she asked why I needed an appointment as they "have the documents" I pointed out that it took SS 14 years to follow the 1st ruling in my favor in June, 2000. She could not find any appointment available for 45 days but sent a message to the office to call. That was Monday. No call. I may go down there personally or print a placard demanding payment and hit the pavement. I'm not above it.
They now owe me 3 months spousal. They were also ordered to repay me garnished wages (about $2,000.00)

If you haven't personally gone to a Social Security office, I would try that.
Good luck AADAD, dealing with huge impersonal government agencies is not for the timid.
I had a horrible time dealing with insurance in Oregon. I stayed with it and eventually got a favorable ruling, but it took years. I was ready to give up more times then I can count, but perseverance eventually paid off.
UPDATE. I did reach social security by phone and spoke with their rep. My case is in PAY status. The instructions the judge gave them (refund to me garnished wages + begin spousal pay + pay back assessments or fees and interest) are complex so it may take 60-90 days. She told me to contact them beginning of October.
I've also contacted my local congressman's office and am setting up a time to get him to write a letter to Social Security.
It's a challenge but after waiting 14 years I can do a couple more months.
