Question #1: We think so but need ot do more research.

Question #2: We are planning to continue it as a secondary policy. The cost of the insurance drops when the first insured reaches age 65, and drops again when both insured reach age 65. Your question has identified another item to consider.

One more question: can your employer drop retiree health insurance? If you're a civil service worker or bound by a union contract, probably not, but my brother retired from a company that provided retiree health insurance. Until they didn't. They just sent the retirees a letter one day saying, "As of 1/1/18 you don't get any more retiree health insurance". They now pay over $20K per year (for two people) for Obamacare.

If you give up the Survivor benefit in return for the promise of health insurance make sure it's airtight.
