If I can't tip, I don't go out. Here, waiters make around $2.13/hour. If the service sucks, that's one thing, but I tip by default then work my way up or down.

Same here. I can afford to throw a few extra bucks toward a tip and generally do so. Plus, it has always rung in my ears a comment I heard years ago "Groups of women are bad tippers." It is probably an outdated notion, but I am conscious of avoiding having my actions support that impression.
