I agree and todays technology would greatly minimize any pollution threats to the Scituate Reservoir. The lack of an interstate to Hartford and eventually Scranton, Pa. where I-84 ends has had a direct affect on our economy.

State of Rhode Island: Department of Transportation: Commuter Rail

Here's what is being planned for Rhode Island's Rail Network...probably all done by 2040 , some will ride off MBTA and Amtrak proposals. Rhode Island like Delaware needs to wait for neighboring states and the Feds before it can expand and enhance its network.

-4 Tracked Northeast Corridor from Boston South Station to Wickford JCT
-3 Tracked Northeast Corridor from Wickford JCT to Westerly
-All Northeast Corridor tracks to be Electrified , MBTA to buy EMU's at Amtrak's request for safety and capacity enhancements
-Woonsocket line Phase 1 from Providence Central to Woonsocket
-Woonsocket line Phase 2 from Woonsocket to Worcester
-West Warwick Commuter Rail
-New Providence Station , open air and inviting for Amtrak's New NEC and Expanded RI Network
-2 Track Next Generation Northeast Corridor tunneled from Providence to West of I-295
-Fall River line Extension to Newport
-Pawtucket Station restoration
-Infill stations @ East Greenwich , Apponaug , Cranston , Olneyville & Smithfield Ave
-Providence Streetcar system with lines to North Providence , College Hill & South Elmwood
-I-195 Light Rail - Providence - Barrington / Bristol - Fall River - New Bedford
-Pawtucket - Providence Busway
-Total Rail Ridership should be around 220,000
