There are worse parts of the city, but I would not consider a condo in that area as an investment choice.
As a guy that knows the city very well, I'd say the Smith Hill area is NOT a nice place. I get creeped out just driving through it. While some individual homes are nice, the area can be somwhat violent and run-down. My best friend lives in the Elmhurst neighborhood just to the west of Smith Hill and he avoids it - especially on foot. I'd shoot for the East Side neighborhoods (Fox Point may be the cheapest there) to feel most safe and enjoy the walkability of this old, dense city.
I was just in smith hill earlier, I ended up purchasing a multi unit family right next to the cvs/walgreens. I don't think it's that bad from what some people say. It's right near pc and it has a few good pizzeria shops around.
