My guess (haven't seen the news, so don't know if I'm too late to guess), is that it is kickbacks and bribes. The FBI and State Police would be involved for the corruption aspect of it, and the IRS would be involved for failure to report income.

I wonder if RI will one day share the honor with the lovely state of MA, of having 3 House Speakers in a row jailed on corruption charges.

Skimming through, the linking of voter ID and voter suppression is false. It is not suppression to verify that one is legally allowed to vote. Also, much of the article is liberal opinion. Statements like "The conservative path of our recent history has brought us one bankrupt city and a couple more flirting with it." is open for interpretation, and can easily be argued that it's the liberal spending that put the cities on that path.

My comment, however, was obviously tongue-in-cheek, as it was an opinion article and, depending on the person who posts, could just as easily have been a right-wing snippet instead of a left wing one.
