It does seem out of place. There are some mid-century styles that are attractive and that could work in downtown PVD, but the specific design cues and color scheme on that just scream Florida or SoCal to me. I keep turning the trees into palms when I look at it.

Your take is extremely kind. Good design can be found anywhere. This hotel would be bad design anywhere - even Orlando! It's cheap and generic suburban. It belongs in one of the many "Anywhere - Nowhere USAs" with no authentic Sense of Place - not Downtown Providence.

Looks like the hotel has finally cleared the city council, complete with tax breaks...

The design of the proposed extended stay hotel has apparently been revisited. It's still looking pretty generic. The color scheme is a little more in tune with downtown PVD at least.

Providence hotels currently have an occupancy rate of 70.7% which is considered healthy. These rates rise to 90 percent or more, during events such as college graduation weekends and conferences that draw attendees who want to be able to walk to events and offerings. Additionally, revenue per room are rising in the city.

While the design for this new hotel may not be the best, anything is better than the current eyesore that is the abandoned and dilapidated Fogarty Building.
