My first choice is always Rainbow 401-849-1333 and you can often pre-book though it is harder in the summer with demand due to tourists. RIPTA (Rhode Island Public Transit Authority) has runs from Providence to downtown Newport -- ripta.com has all the schedules. They run on East and West Main Roads through Middletown (run number 60). Please note that the Sunday/Holiday schedules have fewer runs.
If using cabs it is best to make arrangements for pickup when you arrive at your destination -- give a decent tip to your driver and agree on a pickup spot and time. Very important during tourist season -- and grab one of their business cards, too, so you can call them on their cell.
