If you only have one night in RI, I'd advise Newport. It is very walkable without a car and there will be plenty of places to have a beer. There are also tourist trolleys and other forms of transport. Look up a Newport RI tourist site for things to see and do. Most people go on the Cliff Walk and visit the summer cottages (mansions).

Bring a coat or heavy jacket, but the temperature could range around 40-65F. Some years can be quite warm around Halloween and some might be rainy or cold. U.S. Halloween is Oct 31st if you don't already know. Newport can be windy.

Pour Judgment has a pretty good tap list, FYI (in Newport).

I'd go with Newport also. As for weather, it could be pretty cold or pretty warm.

On all counts, pick Newport for one day/night. Beautiful. It's walkable, with much of what you want to do convenient.
