Newport is a huge tourist destination and the rents are sky high. North Kingstown is an excellent choice to raise a family. I grew up here and couldn't give you a single complaint. The only neighborhoods you would want to avoid are Yorktown, Navy Drive, and the Intrepid Rd/Dayton Ct/Lennox Ct neighborhoods. These are the neighborhoods where the subsidized housing is, and speaking from personal experience I can tell you that a lot of the kids have little to no parental supervision and are the ones that tend to cause mischief and problems.
