Default Neighborhoods where lots of children play outside

My husband and I live in Smithfield, RI. I have two girls, ages 5 and 8 and they have no one to play with on our street. While the houses in my neighborhood are close, all my neighbors are retired with grown children. Is there a family friendly neighborhood out there with lots of children playing together outside?

It is kind of hit or miss from place to place. When I lived in Smithfield, the neighborhood was full of familys with kids. Also, even if there are kids in the neighborhood, a lot of time they are inside on the computer or playing video games.
