More than two thirds of the towns and cities here have waterfront property. I think you can definetly find what you're looking for. Areas to look into would be the south county area; Narragansett, South Kingstown, Charlestown, Richmond, Hopkinton. Actually, anything in the southern part of the state is quite nice. Newport might be a bit too citified for you. I think many Rhode Islanders take the ocean for granted, beaches are beautiful, but they are everywhere. Westerly is nice, it has one section called Watch Hill, which is known for being one of the most expensive areas in on the eastern seaboard, but there are more affordable areas away from there that are nice.

Ditto Charlestown, Narragansett- you might like Aquidneck Island there is a civic spirit there with the Navy, National Police Parade an all. Keep in mind if you like the water, its a LOT warmer from Buzzards Bay and points south, as opposed to ME, Cape, etc.
