I would look at Hunter's Chase on Hull St. They're older, but used to be decent. Also, The Timbers, off Robious. There's a nice complex off Hull by Newby's Bridge but I can't remember what it's called. Might not be nice anymore, either. At that price range you're priced out of Midlothian for the most part, maybe Old Buckingham Station? Also look off Rt. 10, that should be cheaper.

You are limited with that price range. Chesterfield County is extremely large so I am not sure exactly where you want to be. Old Buckingham Station is out of your price range as it is in the Village of Midlothian. As someone else stated, I don't think you are going to find anything in Midlothian - not in the Route 60 or 360 corridor. There is Chesterfield Village - still within the confines of Chesterfield County - but right at the city line. The school assignments aren't great for the county, but better than what you would have over the city line. There are several apartment complexes off of Jahnke Road which may be in your price range. Ashley Park, Bramblewood, St. John's Wood, Newport Manor. Not fantastic areas, but I don't think they are terrible. I haven't lived in Richmond for a long time and have just come back, so these areas may have changed a lot. Also, the more southern part of Chesterfield - not Midlothian - should have some cheaper apartments.
