A Native Portlander here, having experienced my second East Coast Summer… With a home on the Blue Ridge, at 2,400 feet ...a bit cooler than Richmond. I’ve made weekly trips to Richmond, though, and the summer heat is Oppressive. With a couple daughter's’ planning/ considering a move east, I’ve given them the same report. Without the AC you described, it’s hell…

Out of Oregon for various reasons, one being the extreme cost of living you mentioned.. ‘It’s a dry heat.’ Over here ..hideous. I envision folks existing from AC vehicles to buildings, or, sweating in misery - everywhere; and there’s no natural escape.

Ever hear of August in DC (I spent last summer in DC), the reason even Congress leaves town? It’s like that up and down the 'Piedmont & Delta' regions, which Richmond straddles... The Mid-west seemed no better though, as I drove across America. ‘Right now,’ it’s magnificent! …as Oregon’s gone into early wet - last winter (my last there), set the Rose City’s all-time rain record!

Spring was beautiful over here, as is Fall, but as explained to me - that’s prettymuch how it is everywhere in North America. But summer’s are Hell in the East. I’ve yet to experience a winter… as folks on the Blue Ridge tell me that’s why so few people live ‘up here.’

So, AC & Inside ...sad to say ~
