Hello. I am new in America and I will move to Henrico ( zip code 23233) in April. I have a daughter and she is 4 years old. I think she will go to a pre-kindergarten.
I want to find a free school but there is a lot of website. English is my second language and I am not very well. I am so confused I can't find correct website for information or registration.

If anybody know, please help me. If I can find the website I will learn the required documents and make an registeration.

I send am e mail them but they said she can not!

"This is because the school you’ll be zoned to attend does not have a preschool class. *We fill our preschool classes with students who are zoned for the school first."
I cannot understand the system

Pre-school is not offered at all schools, its usually based on the economic demographics that feed into that school. Your child's school is one that doesn't offer the program so to be considered at another location you would have to apply, meet the income requirements (which is a major component) and hope that an untaken spot is available. Those in a schools attendance zone are given 1st priority to attend if they meet eligibility only then is the remaining spaces open to others. They outline all of it here https://henricoschools.us/preschool/.

The program is geared for those of modest economic needs along with other household considerations, it is not meant to be a pre-school program for anyone who wants their kids out of the house during the day.
