Ummm... it's how it must and will happen. The same strategy employed to recruit Chief Monroe to Richmond will be applied here. He didn't happen to fall out of the sky. Optimism grounded in reality is a good thing!

I am not the 1st to say this, but the policies and procedures necessary to continue improvements in reducing crime in Richmond have already been put in place by Monroe.
Monroe did the hard work. He established the policies and procedures and set a strong foundation.
It should be easier for the next person coming behind him; so long as they do not try to rip up the foundation.
There is a lesson here for Richmond.
We need to focus more on issues, policies, procedures than people.
To often support or opposition to people leads to improper support or opposition of issues.

Well, maybe if Richmons had half the number of cops as the surrounding counties it would help. I swear i cant go get a pack of cigs in the west end without 8 police cars in sight.
