starting petsitting business in Colonial Heights (house, schools, live in)

I live in rural va and have not had any luck with my petsitting business, have a chance to swap for a house in Colonial Heights, would this area support my dogwalking petsitting business, I dont need that many clients, but would be ok with a small amount, still, this will be my third move since I left MD, where I was doing well but the crime. traffic, schools drove us out, please comment.
