In Glen Allen (Western Henrico County), look at Shady Grove, Twin Hickory, Rivers Edge and Colonial Trail Elementaries. Other great elementaries in the area are Short Pump and Nuckols Farm. This is by no means an exhaustive list. It is a very safe area.
The Midlothian area (Chesterfield County) is also a safe area with excellent schools. I'm not very familiar with that area, though, so I'll leave that for someone else to describe.
If it were me I would base where I live on where I would be working (e.g., if you're working in Innsbrook, live in the Short Pump area. If you're working in Midlothian look in Midlothian).
To my knowledge there are not G/T elementary schools in Henrico County (I could be wrong), but there obviously are gifted programs in the schools.
Hanover County is a bit more rural than Henrico, very safe and definitely has some good schools. I'm not sure what your price range is, but you will generally get more bang for your buck in Hanover than in Midlothian or the Short Pump area.
I think you will find that the people in this area take great pride in the excellent reputation of the public schools and the parents are very involved.
