Sounds like you want to live in the suburbs of Richmond. Try Henrico, Chesterfield, Hanover or Goochland. Sorry, but perfection does not exist. I live in Chesterfield and we have a homeless person panhandling on a busy intersection. Yes the schools here are probably better than those in Richmond but they are far from perfect. Many young people are moving back into the City because they feel that there is more to do and they do not want to spend so much of their time commuting into work. They also like the idea of having sidewalks and not having to drive everywhere they go. Yes we also have a good deal of traffic and some services, such as garbage pickup, are much better in the city. Richmond became a segregated city because of white flight brought on by the end of segregation. What many discovered is that you can run but you can't hide. It seems that we brought our problems right along with us. We looked in the mirror thinking that we would find perfection, but saw only our own reflection. Good luck in your search and when you find Nirvana, keep it quiet less the rest of us move in next to you.

I seriously doubt the OP is still reading this, but what if they end up moving next door to people who are trying to avoid living near toddlers?
