Typically no matter how bad they get, they won't make it to any news outlet unless something more serious happens (shooting, stabbing, balcony collapse, etc...all examples that have happened at pretty much any campus all over the country)...
The "out of control" partying is everywhere...from VT to UVA to VCU (I'm sure anyone from Richmond is familiar with Grace St's 'Hell Block')
The motive for apartment owners not reacting is obvious as stated above...
The university has no motive to address these issues because addressing them would be acknowledging their existence and thus tarnishing the wholesome "University Community" image they are trying to uphold. When things that I mentioned above (violence, accidents) occur then the university will react in a "look-at-us-we're-actively-targeting-these-situations-and-restoring-the-wholesomeness-back-to-the-community" sort of way as to not scare potential students (and alumni dollars) away...
Newspapers won't touch it unless the news is really dead and they need spark up community interest to maintain readership...
