Roanoke County doesn't really have a county seat, as such. I think a lot of people refer to Salem as the de facto seat because the county courthouse is there (and before Salem became a city it was, in fact, the county seat) but because Salem is an independent city now, it can't be the true, legal county seat of the county [you can't have a county seat thats not in the county, after all]. Other county government agencies are located in an area of the county called Cave Spring but, again, thats not really a county seat either..
Virginia's system of political subdivision is too complicated..lol..and just weird.
