Currently, Tom Richards is the Deputy Mayor of Rochester and has announced recently that he will be running for the Office of Mayor weather the city council decides to hold a special election, or appoint a mayor. Would Richards be a good mayor? How close is he with his policies to Duffy? Any more information would be greatly appreciated.
