Id pick Farmington. It’s basically victor and victor is the perfect mix of suburb with lots of businesses but yet close to Rochester. Second choice would be canandaigua. Kind of far out for my liking but it’s nice with the lake and all. All the other ones too small or far out for me.
I'd go with Canandaigua/Farmington. None of those areas are super busy but at least Canandaigua is more of a large town and does have stuff like CMAC down there. Both areas also seem like a decent place to buy a house if that's what you're looking for, I fully expect that Victor-to-Canandaigue corridor to continue growing in the future and it will become less rural over time.

I'm currently in Honeoye Falls but it's only a year guaranteed location (which I wasn't informed of before moving). I'm trying to get in somewhere on my own otherwise they could send me anywhere in the agency and I'd rather pick my own house then risk getting sent to the southern tier or a terrible house.
Idc what the stats are in Newark. I've been there numerous times and it's dirty, depressing and trashy. I don't like the vibe at all.
I'm not sure why you're against Newark, its between Rochester and Syracuse and about 40 minutes from Fairport, Victor and Seneca Falls.
I'm in Fairport and pretty close to East Rochester, not too far away from Canandaigua. Fairport has a growing population (well actually the school district itself is gaining population while the village is staying around the same).

Newark is trashy. It feels like a junkie welfare town. I don't care if the stats prove otherwise, that's the vibe I get and I don't want to live there.
My BF lives in Fairport. I like it but like I said, I want to be 5 miles from work. I just got stuck on a triple shift and had to go back 7.5 hours later. This is not unusual. I'm not trying to have a commute.
I'd look at Canandaigua and Farmington, relatives of mine live in both towns. Keep in mind that Canandigua has both a town and a city component. For my money, the town is nicer and virtually crime-free, same for parts of Farmington.
Taking the back roads can come with its own risks around there. Beautiful countryside, but full of deer. Several relatives of mine have hit deer, in some cases multiple times per person. C.R. 14, 64, and Boughton Hill Rd. are good back roads between Cdga and HF.
I would not recommend Lima. Lots of small town-ish type stuff goes on there, everybody will try to get into your business, and there's nothing to do in Lima. I think the night life consists of the Legion post and the volunteer fire department bar.

I wouldn't recommend Lima either, it's in Livingston County. I think Farmington is probably the best option for someone who is working in Canandaigua but wants to be close to shopping areas and close to the Thruway.
